A cluster of new townhomes set to push up the price point in North Church Hill is beginning to take shape.

Neighbors in recent weeks have watched as a crane truck placed pre-cast foundations for the Williams Townes, a project by builder Bill Pangburn and developer Walid Daniel that is adding two pairs of attached single-family houses at the northwest corner of 32nd and N streets.

Each totaling upwards of 3,100 square feet, the homes are slated to hit a new price point for new-home construction in the neighborhood when they hit the market this spring. The units will start in the mid-$500,000s, with the end units in the $575,000 range, Pangburn said.

Those prices are higher than the half-million-dollar mark that Pangburn and Daniel initially planned for the units, reflecting an increase in size and other changes since the project was presented in late 2018.

“The houses are bigger now, and more contemporary than they used to be,” said Daniel, who is entering the neighborhood after several projects primarily in the Fan. “They’re still made to fit in with the neighborhood. It has some colonial look to it, with some craftsman finishes.”

Units will range from three to five bedrooms and 2½ to four bathrooms. Buyers will be able to select finishes for the units, which also will have options for elevators.
Pangburn’s Savoy Properties is building the homes, which were designed by local architect William Voorhees. Joseph F. Yates Architects contributed to the project, and Mish Engineering Concepts handled engineering work. 3DI Digital Design Group drew up renderings for the project. Superior Walls of Central Virginia is providing the insulated concrete walls and the waterproof foundations.

Daniel and Pangburn have enlisted One South Realty Group’s Andrea Levine and Michelle Rosman to market the homes, after initially working with Matt Jarreau of Hometown Realty. Pangburn said the homes come with a 10-year tax abatement.

Daniel, through his WWS VIII LLC, purchased the two parcels that make up the property in April 2017 for $80,000, according to city property records. Where those lots previously were oriented to face 32nd Street, the new homes will face N Street – an adjustment Pangburn said was made to maximize space.

As the homes take shape, Daniel and Pangburn’s collaboration is extending beyond North Church Hill to other projects in the works across the city. Pangburn said they’re in the early stages of planning duplexes in Manchester and more townhomes in Church Hill. He said they’re also about to close on a 1-acre parcel in the Lakeside area for a planned mixed-use project with office and residential condos.
